Assemblywoman Petrie-Norris Celebrates Groundbreaking of Homekey Project in Costa Mesa

Avon River Apartments Groundbreaking

Costa Mesa CA — Assemblywoman Cottie Petrie-Norris celebrated the groundbreaking of the Avon River Apartments, a new Homekey-funded development that will transform a former Travelodge motel into permanent supportive housing for Orange County residents experiencing or at risk of homelessness. Assemblywoman Petrie-Norris helped secure $29 million in Homekey grant funding to support the project.

The Avon River Apartments will provide 78 units of affordable housing for our most vulnerable neighbors, including veterans and individuals in need of stability and support. The development will also feature on-site supportive services, 24-hour property management, and upgraded amenities designed to create a safe and welcoming community for residents.

“Today’s groundbreaking marks an important milestone in our shared effort to end homelessness in Orange County,” said Assemblywoman Cottie Petrie-Norris (D-Irvine). “The Avon River Apartments will provide not just housing, but also the wraparound services people need to get back on their feet and thrive. I am deeply grateful to the funding partners—American Family Housing, the State of California, the County of Orange, the cities of Costa Mesa and Newport Beach, and CalOptima Health—for coming together to make this vision a reality.”

The Avon River Apartments is made possible through a combination of state Homekey funding, local city contributions, and project-based vouchers that will ensure long-term affordability. The conversion of the former Travelodge motel is the latest in a series of innovative partnerships advancing housing solutions in Costa Mesa and across Orange County.

Construction is now underway, with completion expected in early 2026.
